The Housing Development Corporation and the Maldives Airports Company Limited signed a Joint Venture Agreement to develop, resurface and open the 1.8 kilometer Hulhumalé - Hulhulé causeway on 18th August 2009.

Work began on the final stages of the causeway on the 20th of January 2009, the project is estimated to be completed by the end of March. Upon completion of the road, HDC and MACL plans to open up the road for scheduled public transport and commercial use.
